 BIAS-BASED TRAFFIC ENFORCEMENT 
 IN THE BEGINNING 

Brothers & Sisters Behind the Badge (BSBB), as we were originally known, was founded in 1993. At that time we considered affiliating ourselves with either the African American Patrolmen's League (AAPL) of Chicago or the National Organization of Black Law Enforcement Executives (NOBLE). One of our concerns was the needs of our organization and community would be diluted in these organizations. There was also a concern that BSBB would be restricted to or recognized as a African-American only organization. The original objectives of BSBB were to ensure that every possible effort was being made to provide equal opportunity for all persons to engage in gainful employment within Criminal Justice and Firefighters professions. The area of concentration was channeled towards recruitment and advancement of African-American officers in an effort to increase their exposure within the African-American Community. Membership with BSBB as with NOBLE is open to ANYONE who supports our goals and objectives.

BSBB hosted several social fundraisers and community walks in Aurora, Elgin and Carpentersville. Our community walks were done without advance notice to the media. Our reason was to maximize the number of contacts with our community members and to serve notice that our goal was to assist our community. Thanks to the support of our churches like Main Street Baptist Church, Aurora, Logan Baptist, Batavia, Gayles Memorial, Aurora, Trinity Chapel, Batavia, Progressive Baptist, Aurora, Second Baptist, Elgin, and Living Gospel Church, Elgin, these community walks were successful.

On November 17th, 1999 at a meeting attended by Officers from Kane & DuPage County Sheriff's Department, Aurora, Elgin & Naperville Police Departments, IDOC, Secret Service (retired), McDonalds Corporation and a School Administrator, it was decided, by unanimous vote to form the Northern Illinois Chapter of NOBLE.
